When enemy combatants are captured during a war, they are
imprisoned without trial until peace returns. Would it be possible for the UN
to develop a n analogous legal regime under which Somali (or other) pirates captured
under arms could be similarly held without trial in a designated territory until
the piracy operations are declared at an end, or for ten years, whichever is
